According to Sections I-13 & I-14of the Town Bylaws, the finance committee shall be composed of nine members, the term of office to be three years. No action shall be taken at any meeting appropriating or involving the expenditure of money, the creation of a debt or the disposal of property of the town, except under chapter II, section 19 of the Town Bylaws, until the proposition has been referred to the finance committee, a public hearing held, and a report made thereon.
