Provides information and assistance to property owners and the public regarding the Town’s assessment policies, the determination of valuations, tax abatements, and exemptions. Assists the public with locating properties on Assessor’s maps and completing applications for property tax abatements and exemptions. Reviews and verifies supporting documentation, requests additional information when necessary, and communicates decisions to applicants. Completes, processes, and forwards required forms and documentation. Processes motor vehicle excise tax accounts and applicable exemptions, including recommitted, rescinded, uncollectible, handicapped, and military-related matters. Processes building permits for on-site visits. Conducts field work with completing reviews of real property. Measures, inspects, and updates buildings and properties during site visits, and sketches the reviews.
KEY RESPONSIBILITIES
- Provides information to property owners and the public regarding the Town’s assessment policies, the determination of property valuation procedures, tax abatements, and exemptions. Assists the public in locating properties on Assessor’s maps.
- Assists the public with the processing of applications for property tax abatements and exemptions. Reviews and verifies supporting documentation, requests additional information from applicants as needed, and communicates approval decisions. Prints, completes, and forwards required forms and documentation.
- Processes recommitted, rescinded, uncollectible, handicapped, and military exemptions for motor vehicle excise tax.
- Enters and maintains data daily related to property records, submitted plans, and deeds.
- Processes building permits for on-site property inspections. Conducts field inspections and completes reviews of real property. Measures and inspects buildings and property improvements during site visits, documents findings, updates property records, and prepares sketches of buildings and property improvements.
- Performs administrative duties, ensuring accuracy and completeness of information. Updates computer records and files. Prepares correspondence and reports, including information for the Town Report. Processes deeds and updates related property records.
- Prepares annual budget for the Assessor’s Office and submits it to the Town Accountant.
- Provides assistance and support to the Assistant Assessor.
- Trains and supervises employees; assigns work and provides guidance as needed.
- Attends meetings of the Board of Assessors.
- Processes Board of Assessors meeting agendas, prepares meeting minutes, and processes department bills and payroll in the absence of the Office Assistant.
- Uses sound judgment to resolve problems and responds appropriately to emergencies as they arise.
- Maintains the confidentiality of sensitive information.
- Compiles and certifies abutters lists for the Board of Appeals, Planning Board and other Town boards and committees.
- Performs other duties as necessary.
MINIMUM QUALIFICATIONS
Associate’s degree in business administration or a related field plus two years of general business experience or an equivalent combination of education, training and experience are required.
Special Requirements:
A Valid Massachusetts Driver’s License is required. Completion of Associate Assessor Certification, including required Department of Revenue courses, within one year of the date of hire. Must maintain current knowledge of applicable laws, regulations, and assessment practices to maintain certification and accreditation as an Assessor.
